Describe the bug
Cannot install Ruta 3.3.0 workbench against UIMA 3.4.0 Eclipse plugins.

To Reproduce
Steps to reproduce the behavior:

  1. Install the UIMA 3.4.0 Eclipse plugins
  2. Try installing the Ruta 3.3.0 RC 1 plugins.
  3. See error

Expected behavior
Should work.

Screenshots

Cannot complete the install because one or more required items could not be found.
  Software being installed: UIMA Ruta Workbench 3.3.0 (org.apache.uima.ruta.feature.feature.group 3.3.0)
  Missing requirement: Apache UIMA Ruta Eclipse: ruta-ep-engine 3.3.0 (org.apache.uima.ruta.engine 3.3.0) requires 'java.package; org.apache.uima.spi [3.4.0,4.0.0)' but it could not be found
  Cannot satisfy dependency:
    From: UIMA Ruta Workbench 3.3.0 (org.apache.uima.ruta.feature.feature.group 3.3.0)
    To: org.eclipse.equinox.p2.iu; org.apache.uima.ruta.engine [3.3.0,3.3.0]
