Description

Move config to autoware_launch.

Two PRs should be merged at the same time.

• feat(tier4_localization_launch): remove configs and move to autoware_launch #2537
• feat(autoware_launch): move config from autoware.universe for localization autoware_launch#129

Tests performed

Launched logging_simulator.launch.xml and verified that the localization estimation is output successfully.
