feat(kms): support KEY_AGREEMENT for keyUsage (#30993)

### Reason for this change
To support `KEY_AGREEMENT` for KeyUsage.


### Description of changes
* Add `KEY_AGREEMENT` to KeyUsage enum
* Add validation rule

Add unit test and integ test.
