Retry and response metadata needs a pass for exposed behavior #867

The aws/middleware#ResponseMetadata type is too generically named, but purpose is for retry clock skew metadata. The idea of response retry metadata needs a pass of exported behavior to be inline with intention of returning metadata about retrys, attempts, and their errors.
