The v2 SDK needs to be updated to pull in the latest, regenerated Smithy API models. These include modeled waiters, and unions.

Adds utility for code generation to sync Smithy API models from a source. Ensuring that the model files present in the SDK follow the <sdkId>.<version>.json naming pattern.
