Description of changes:
This PR adds a new security policy that is similar to
CloudFront-TLS-1-0-2016but with a minimum protocol support of TLS 1.2 (drops TLS 1.0 and TLS 1.1 support).Testing:
We perform basic test coverage for all policies in s2n_security_policy_test.c and those tests should continue to pass.
