Adding complete onboarding suite for Balancer v2 and v3

V3 Onboarding
As not so much content is yet available, we did not add too much content but direct to the relevant docs that were available when creating this PR
V2 Onboarding
This section contains all needed information to onboard to Balancer v2 incl. gauges, core pool framework, direct incentives etc. In a later iteration, some contents can be reformulated and streamlined for v2 and v3. One example is the gauge onboarding that will likely not change much compared to v2.
