This PR addresses integration tests not testing on the appropriate docker images.

Description

• Forces an explicit branch-named tag onto Quay.io
• Modifies Terraform to use the new branch tagged images
• Fixes failing frontend jest tests by locking down NPM to LTS version (Ref: TypeError: Cannot assign to read only property 'Symbol(Symbol.toStringTag)' of object '#<process>' jestjs/jest#8069)

• Resolves Issue Integration Tests should test on triggering branch Docker images #101
