Fider 0.21.1 on OCP4

Updated to work with the current (at this point in time) version of Fider, and

• integrated with newer [BC Gov Shared Realm KeyCloak SSO[(https://bcgov.github.io/sso-requests)
• *.yaml updated to reflect OCP4 syntax and newer BC Gov Private Cloud Resource Quotas
• integrated with newer BC Gov Artifactory best practices
• local deployment (docker-compose.yml and Dockerfile.dev) updated and tested

Refactored Fider Feedback Tool

Replaces https://github.com/garywong-bc/nrm-fider as the source-of-truth for Fider deployments within BC Gov.

• git sub-module rather than a fork
• build config for customized image
• local deployment (Docker-Compose) available
• templates rewritten as YAML
