make CONTRIBUTING more visible

Github shows the README contents formatted to all visitors of the repository. It is arguably the first place to look when you get here - and currently it looks a bit bleak:

The most important information for finding one's way around this repository is actually in https://github.com/bids-standard/bids-specification/blob/master/CONTRIBUTING.md

I think we should:

• link from the README to the CONTRIBUTING
• also mention the readthedocs html link in the README (currently it's only displayed in the header above)
