This adds the following:

baseline test workflow (test & build)
baseline lints workflow (fmt & golangci-lint; yea I know, they're kinda redundant, but it's nice to be able to identify low-effort stuff)

It is "all failure", and that's properly true.

The build still fails, but tests succeed.

The test step must run & fail if the condition isn't true
