[Desktop] Unable to use menu items for stacked widgets

Unable to use menu items for stacked widgets. Issue reported by @karenkliu

Steps to Reproduce

1. Install 1.10.x build
2. Open NTP and click on menu button on the stacked widget
3. Mouse over hides the setting
