this will need to be wrapped in griffin before being rolled out to 100% as there are some known usability problems with HTTP Nowhere mode. see https://bravesoftware.slack.com/archives/CD495CWLR/p1645642109975879?thread_ts=1644961566.418229&cid=CD495CWLR for spec and details.

note that as part of this work, we will need to treat onion sites as always secure (#1135)
