Bookmarks doesn't get fallback favicons correctly

Steps to Reproduce

1. Install 1.18(20.06.09.18)
2. Visit huffpost.com and add to bookmark and favourites
3. Visit kpwags.com and add to bookmark and favourites
4. Favourites show correct favicons
5. Bookmarks don't show correct/same favicons as favourites

Found while testing #528

@kylehickinson confirmed this is expected. Where proper favicons are not available it uses low res icons so working as expected. Hence closing the issue
