clarify recent-build requirements
We are rather unclear why we refer to test rebuilds, nor does everyone know what and where they are. Improve the ruling here with some explanation and a time bound constraint. Fixes: canonical#59 Signed-off-by: Christian Ehrhardt <[email protected]>
