Support referencing webpages as additional context

This PR introduces a new feature that enables users to include webpage references for additional context in their chat sessions.

Key enhancements:

  • Users can now add links to documentation or relevant webpages within the current chat session
  • Two methods for adding references:
    1. Directly through the chat dialog (see image below)
    2. Via the settings menu (Tools > CodeGPT > Documentations)

Please note: This functionality is currently available only through the CodeGPT API.
