Update the ECS module so that it supports more advanced load balancer configuration. This allows the service to register multiple load balancer target groups with custom containers and ports.

Summary
Update the ECS module so that it supports more advanced load balancer configuration. This allows the service to register multiple load balancer target groups with custom containers and ports.
To avoid making this a breaking change, the original, simplified load balancer configuration remains as-is.
