Description

This PR started a us simply wanting to bump the Oracles to the latest release (1.0.4) but we ran into a few issues that led us to upgrade the k8s on the clusters.

Because of the k8s upgrade we had to make some changes to the charts and celotool since secrets for service accounts are no longer automatically created (see here).

There are some other minor changes related to fixing some tiny bugs from #10443 which we realized as we were deploying the latest oracles.

Tested

Deployed and running on all testnets + mainnet environments
