Use variables for all the choke groups values #133

Put existing values into variables for all the choke groups, create 2 new variables:

cfg.slowup.slots.leech.max
cfg.tardyup.slots.leech.max

Also rename 2 existing choke group variables:

cfg.slowup.upslots.max -> cfg.slowup.slots.seed.max
cfg.tardyup.upslots.max -> cfg.tardyup.slots.seed.max
