Org Member Page - Expanded Row Functionality

Issue description

In the org model we will have multiple users with multiple types of permissions and roles. Org members here will include those who have only been invited to a portfolio, but have not logged in yet, as well as those who are active in our system. To allow org admins to properly view and manage other users in their org we need a member management page.

We are just focusing on the row expansion functionality.

Acceptance criteria

• Figma design here - how admin rows look expanded

• Be able to "expand" and "close" the Expand button
• Only those with the appropriate view and manage permissions can see this page
• Complete all the variations as show in "How Admin rows look expanded" - to show admin + domain request permissions
• Complete all the variations as show in "How Member rows look expanded" - to show member + domain request permissions
• Make sure Admin AND Member with domain assigned lists Domains assigned + Additional permissions (see last row in both sections of the Figma)
• DO NOT TOUCH the Manage gear and the 3 dot buttons these are handled in other tickets
