KNOWN ISSUES: v193 includes Go 1.8 also, which can cause issues when compiling releases in an environment (i.e. the same bosh director) with other releases that include Go 1.8.

Sets the priority of consul agent to 'High'. If the CPU is under load (99-100%) DNS lookups for internal CF components (through consul) will time out. By raising the priority of the consul process, we can ensure that it is never starved of CPU, preventing the timeouts.

Adds consul.agent.dns_config.service_ttl property so that this can be tuned. We're pretty sure there is a "right" default value for this property that will minimize flakiness on windows cells during a deploy, but currently we're still exploring what that value is.
