Capstan Release Procedure

Cross compile Capstan for Linux, OS X, and Windows:

$ env GOOS=linux GOARCH=amd64 go build -ldflags "-X main.VERSION=vx.y.z" -o linux/capstan
$ env GOOS=darwin GOARCH=amd64 go build -ldflags "-X main.VERSION=vx.y.z" -o mac/capstan
$ env GOOS=windows GOARCH=amd64 go build -ldflags "-X main.VERSION=vx.y.z" -o windows/capstan

Upload binaries to Capstan Github release as assets.
