new library: Vigra

Specify library name and version: vigra/1.11.2

This is a dependency of other libraries I plan (in due course) to package. I am not the upstream author but it is reasonably well used (though in fairly niche research environments).

Thank you so much for your contribution! and sorry for the delay in reviewing. From a first look it seems good, I have pushed some fixes, let's see if the ci passes.
We'll have another look and hopefully it should not take too long to merge.
