Summary

Changes to recipe: *nasm/ **

Motivation

Currently build fails with clang on Windows

Details

This commit copies the clang detection logic from another recipe and uses Windows settings with NMake correctly when using it.

This commit copies the clang detection logic from another recipe and
uses Windows settings correctly when using it. The build still uses
cl.exe as it is hardcoded in the NASM NMake script, but at least it
compiles instead of erroring out.
