test: add ignore to flaky test (PullQueryMetricsFunctionalTest)

Ignore flaky metrics test until we figure out why it is failing

Hey @vpapavas I updated the title of this PR from "fix" to "test" since the change is not user-facing and therefore we don't want it to show up in the changelog for the next release.
