image: inject firstboot kargs (ignition-network-kcmdline) #427

This updates image manifest to capture current firstboot kernel
arguments. Those are effectively the same parameters used by GRUB
and overridable by coreos-installer, which so far have been
hardcoded inside grub.cfg.
