feat(docker-profiles): allow version override for quickstartDebug

Similar to the normal ./gradlew quickstart, support version override environment variable using DATAHUB_VERSION for ./gradlew quickstartDebug.

For docker-compose compatible releases, the following is now possible to more easily run a previous release with the debug profile locally.

DATAHUB_VERSION=v0.14.0.2 ./gradlew quickstartDebug

This ability was already supported for DATAHUB_VERSION=v0.14.0.2 ./gradlew quickstart (non-debug) profile.
