Brief description of what this PR is about
Update tokenizer to 0.20.3.
Also change parameters.auth_token to parameters.token, because upstream FromPretrainedParameters changed: https://github.com/huggingface/tokenizers/blob/v0.20.3/tokenizers/src/utils/from_pretrained.rs#L11
