build(deps): bump cosmos-sdk to v0.45.1 and ibc-go to v3.0.0-rc0

Description

This PR updates Cosmos to v0.45.1 and IBC to v3.0.0-rc0.

Our custom Cosmos fork also includes the x/authz fixes that are planned to be released for v0.46. Particularly it includes the following PRs:

• fix: implement Amino serialization for x/authz and x/feegrant cosmos/cosmos-sdk#11224
• feat: replace all ModuleCdc instances with legacy.Cdc cosmos/cosmos-sdk#11240

NOTE

This is currently blocked by CosmWASM not being compatible with IBC v3 yet.
