remove sysctl-18 - ipv6 no longer needs to be disabled #155

as discussed in dev-sec/ansible-collection-hardening#406 we should no longer require ipv6 to be disabled

Hi! Could this change be part of a new release cut? ansible-collection-hardening had a release recently that changes the behavior but the latest tagged release here still checks sysctl-18.
