selecting link and selecting create rich links prompts to select link instead creating a rich link

When I select a link and choose to create a rich link per the instructions then it prompts me to select a link although I have.

I've tried strictly selecting the URL and not the entire square brace/text/parenthesis/url markup.
I've strictly pasting the URL with no markup and selecting it.
I've tried wiki link syntax (surrounding with double square braces)
