What does the executable do?

Hi,
my goal is to pass a configuration file to Daphne and then use it to start the server. The configuration file should be written in JSON. Since parsing a JSON file via shell scripts is extremely tedious, I wanted to do this in Python as well. I then discovered that I can also start the Daphne CLI from Python.
Now the question: The executable from PiPy (depending on your system) only starts the CLI? Or is there more going on? In other words, could the following Python code be considered equivalent:
