Based on https://devguide.python.org/versions/#supported-versions Fixes djc#48 Remove 3.7 (EOL 2023-06-27) Add 3.10, 3.11, 3.12
version 3.10 was interpreted as 3.1. Per actions/setup-python#160 use quotes around versions to get around yaml limitation
