Show resource specific errors in the dashboard instead of the console output

Failure to create a resource should show up in the dashboard instead of killing the apphost process. This includes exceptions in being able to resolve connection strings, or anything that might happen even before we are able to communicate with DCP.

This work is reliant on #2390 as we need to be able to show resources in the dashboard without them being started in DCP.
