Backport of #3351 to release/8.0

  • Update OpenTelemetry packages to 1.8.0

  • Update template versions

Customer Impact

Latest OpenTelemetry packages include fixes and improvements:

  • Retries so dashboard always has startup telemetry
  • New APIs and features to simplify service defaults

Testing

Manually tested that telemetry is correctly sent and received.

Risk

Low. Just updating package. OpenTelemetry has extensive tests on their side.
