Customer Impact
This is an infrastructure change that bumps the intellisense package. Customers will not be directly affected by this.
They will receive the latest documentation updates as of 10/19 via IntelliSense.
Testing
Manually verified the contents of the new package contained the expected latest changes. I created a diff between the RC1 files and these ones, and can confirm I see the expected changes: https://github.com/dotnet/api-catalog-infra/pull/28
