Backport of #74434 to release/7.0
/cc @thaystg
Customer Impact
Debugging from VS, when redirecting to a non-wasm page, debugger crashes and the browser is closed.
Testing
Added unity tests for it, and also manual tested.
Risk
Low risky, only protecting the code to avoid a throw when it's a non-wasm page
IMPORTANT: Is this backport for a servicing release? If so and this change touches code that ships in a NuGet package, please make certain that you have added any necessary package authoring and gotten it explicitly reviewed.
