This PR removes the iossimulator runtime-staging pipeline. A subset of the runtime tests for iOS-like platforms is enabled in
runtime-extra-platforms-ioslikesimulator.ymland it will be expanded with the parallel AOT compilation on Helix in #86089.Fixes #87958
