[SD-29] Upgrade tide_core to compatible with Drupal to 10.3.x

Problem/Motivation

This PR upgrades the project to Drupal 10.3.x and includes the following changes:

Removed Patch:

Deleted the patch from Drupal Issue #3268619 as the issue can no longer be reproduced according to the comments in the open PR.

Updated Breadcrumb Patch:

Updated the breadcrumb patch from "Empty breadcrumb at node/add and node/add/{content_type} when frontpage view is enabled - Issue #3220437" to "PathBasedBreadcrumbBuilder needs to be able to exclude pointless paths - Issue #3344200" because the previous issue is currently in a Postponed status.

Update Claro layout

Overwrite --layout-region-edit-width

Looks fine to me Vincent. I wonder if dev-tools.sh is even required anymore? Might be a good option for cleaning up during monorepo work.

Yes, @anthony-malkoun, as we discussed, once the monorepo is fully completed, the dev-tools will be phased out.
