Picks up bug fixes and optimizations related to AppBar movement.

@xoascf Please give this a try and see if it helps with the lag / jank that you saw while dragging the taskbar to another edge. For me this makes it nice and smooth.

Gone is the problem where changing the edge seemed like a glitch, but there is a slightly noticeable lag.

Thanks for the comparisons! It looks like Windows/SIB does not change the workarea until after the mouse button is released when dragging, this is why they are more responsive. Hacking RetroBar to do the same makes it substantially more responsive. I might consider replicating that in the future.
