Bugfix #2402 main_v11.0 sonarqube

These changes reduce the number of Blocker Bugs flagged by SonarQube from 22 down to 10. I had hoped to include fixes for the remaining 10 but the proposed fixes resulted in runtime errors from MODE. I'd like to include this PR in the MET-11.0.1-rc1 release, but plan to continue working on the remaining 10 prior to the actual MET-11.0.1 bugfix release on 2/28/23.

Proceeding with the merge without an external reviewer. Looking in this GHA run, all of the unit tests run without error, but differences are flagged.

After creating the MET-11.0.1-rc1 release, I will update main_v11.0-ref to get past the differences described below.

1. One new file is added by PR Bugfix 2428 python from env main v11.0 #2443.

2. PR Bugfix 2428 python from env main v11.0 #2443 introduced an unexpected diff in plot_point_obs output, but that's fixed by PR Bugfix 2428 python csv input #2450.
