This is due to the limited number of s390x machines with proper CRIU setup.

This refers to IBM internal machines. The OpenJ9 machines seem to be working fine. I'm not sure we should be disabling tests that are working for OpenJ9 because of IBM machine problems.

I think I misunderstood. This it to track testing which is already excluded?

That's right, this issue is referenced in #18489. I will re-enable the CRIU tests on s390x platform when the infra issue https://github.ibm.com/runtimes/infrastructure/issues/8713 closes and the grinder passes.
