Tested this from an accessibility standpoint with keyboard and voiceover, checking it against https://www.w3.org/TR/wai-aria-practices/examples/grid/dataGrids.html. @myasonik addressed the issues I noticed.
There's an issue with the table overflow and our euiFocusRing but it's minor. I might change the styling there in a later PR to be something more specific to this control.
From the TS standpoint I'd wait for @chandlerprall to review before merging.
