[Visualize] replace Goal and Gauge vislib implementation with elastic-charts

Part of #56143
Missing functionalities in elastic-charts version that we might want to address:

• legend is not possible to add
• the styling is different for gauge, different part is being colored as ranges:

elastic-charts:

Things that are possible with elastic-charts, that aren't implemented in Lens for 8.1:

• circle and arc chart subtype
• small multiples
• legend

Things that lens have that aren't implemented in Visualize:

• dynamically calculated min, max and goal
• Defined goal value
• horizontal and vertical bullet type
