[Meta] Reactification/EUIfication of visualizations code

This is the meta ticket for describing the efforts, that need to be done to switch to React and EUI framework within the visualization code:

• PR Don't use Angular in Tag cloud (removes the angular dependency from tag cloud #15779)
• Rewrite Timelion using React/EUI (maybe)
• Use React/EUI in Graph (maybe)
• WIP Use EUI/React in spy panels (Implement new inspector #16185)
  • Blocked by: Allow consumers to customize the sorting logic of the Table components eui#425
• Use EUI table for table vis (Rewrite table visualization in React/EUI #16639)
  • Blocked by: Fixed page size for tables eui#435, Allow to set a different table-layout eui#461, Implement table footer in BasicTable and maybe MemoryTable eui#493, Make table sorting deterministic eui#860, Add onPageSizeChange listener in InMemoryTable eui#923
• WIP Replace <visualization> and <visualize> with React
• Remove Angular from central model classes (Vis, Vis types, etc.)
• Rewrite the vislib legend to use React (Create a chart component eui#536)
• Rewrite the visualization editor app (frame around all editors) in React
• Use EUI in default editor (tabs, editor infrastructure)
  • Blocked by: EuiAccordion initialIsOpen doesn't work correctly eui#805
• Rewrite the visualization creation wizard using React/EUI
• Use React/EUI for aggregations configuration (AggConfigs, aggregation UI, ...)
  • Blocked by: Improve combobox single item styling eui#919
• Use EUI for all individual editor panels for every visualization
  • Blocked by: EuiAccordion initialIsOpen doesn't work correctly eui#805
