This implements the alternative legacy fallback where we use a repository that uses callWithRequest when we've determined that the user has any relevant privileges on the .kibana index.

You'll notice that we're only checking for ['create', 'delete', 'read', 'view_index_metadata'] here before falling back to using the legacy fallback, which should be checking all effective privileges that we could be relying upon. I excluded the others because they supersets of those, or they're manage/monitor which we shouldn't be using. We have to perform this check instead of always falling back to using callWithRequest or else we wouldn't know when to log the deprecation warning because this situation occurs when a user logs into Kibana that doesn't have any kibana privileges.

This looks great! Just a couple minor comments. I tested both RBAC and fallback locally and ran all security tests, which passed.

I read through all the changes, but I didn't deep-dive into all of the tests.

Now that we are falling back via callWithRequest, does it still make sense to record the authorization failure in Kibana's audit logs? Shouldn't ES's audit logs be recording these events on their side in this case? I feel like we are sending mixed messages if Kibana is saying "unauthorized" while ES is saying "authorized" for the same request.

If we are relying on legacy behavior for a particular request, then I feel like audit logging should follow a similar path.

I kind of figured this check would happen earlier and determine if we even need to create the SecureSavedObjectsClient or if we can just fall back to the default SavedObjectsClient. Now that I'm looking into the pr it seems we don't actually verify the user has the login action at login, or at the beginning of each request. If we did we wouldn't need the SecureSavedObjectsClient to support both forms of authentication, we could just fallback to the default SavedObjectsClient. Just a thought.

Changes look good to me though.

Initially, I tried to consolidate the logic that deals with the legacy fallback to the SecureSavedObjectsClient itself, since we're exposing the SavedObjectsClient synchronously via:

req. getSavedObjectsClient()

and getting the login privilege to determine which version to use would have made this asynchronous.

Doing this lookup at login probably isn't what we want since, this could change while the user is still logged in, but we could potentially do this when we authenticate the user of every request so we could use this in 7.0 to return a 401 and right now to synchronously determine which type of the saved objects client to use...

I'm gonna go ahead and merge this how it is since it's working functionally and then see how hard it would be to switch to this approach that you've suggested since my gut says it'll clean up some of the implementation.
