@manuroe noticed that even a new account on web ends up with 2 key backup versions from the start, and can end up sending the wrong private key.

Remove redundant key backup setup path

Bootstrap was create key backup twice due to some code duplication we missed in
previous refactorings.

Fixes element-hq/element-web#13423
