Adds handling to nation listings for Great Britain, Serbia and Montenegro with more modern understandings of these countries.

This is still far from perfect.

Also removes gitignore files from being automatically read and listed.

The current elmastats architecture is randomly loading hi.css from the main PHP directory rather than the hi.css which is specifically located in the CSS directory. This is extremely confusing and I am fixing it.

CSS should now be loaded from the CSS directory as intended, rather than the directory serving as a red herring for developers
quickfix: add better handling for Great Britain Montenegro and Serbia nationalities

I have precisely zero idea why all the commits from June are being listed again here despite being merged already.
