Actually, let's try either literally always() or succeeded() || neq(rgm build) (in the latter case, don't forget to gate finalizing the release on succeeded() && eq(rgm build) or it might manage to resume in the middle and then mark a non-existing release). No idea how this actually works, but I don't think the current way will work.
