Pseudocode is slightly different from #150. Where does the difference come from? |

The pseudocode in #150 is for version 1 of the spec. This file updates the pseudocode so that it corresponds to version 1b/1c, as implemented here: ethereum/pyethereum@3907a6e |

This copies the text from #150, adds a preamble, and consolidates the spec and rationale to the version that was accepted and finalized (version 1c).
